On November 10, 2020, Iowa Governor Kim Reynolds issued a new public health proclamation regarding the COVID-19 pandemic. Per this proclamation, the following guidelines will be in effect in Cedar Falls effective November 11, 2020, at 12:01 a.m. until November 30, 2020, at 11:59 p.m.:
Gatherings
- A social, community, recreational, leisure, or sporting gathering or event of more than ten people may be held but only if it complies with the following requirements:
- The organizer must ensure at least six feet of physical distance between each group or individual
- A group attending together may not be larger than eight people unless all the people are members of the same household
- The organizer must implement reasonable measures to ensure social distancing, increased hygiene practices, and other public health measures to reduce the risk of COVID-19 transmission consistent with the guidelines issued by the Iowa Department of Public Health and (for any foodservice) the Iowa Department of Inspections and Appeals
- A gathering or event of more than 25 people held indoors or more than 100 people held outdoors shall be prohibited at all locations/venues unless all participants in the gathering who are two or older wear masks at all times except while eating and drinking
- Sporting and recreation events/gatherings including practices, games, and competitions are allowed, even where the athletes are not wearing masks and may have contact within six feet, under the following requirements:
- For outdoor events, spectators must ensure at least six feet of physical distance between each group or individual and a group attending together may not be larger than eight people unless all are members of the same household
- At indoor gatherings for youth 18 years or younger (included but not limited to any gatherings sponsored by a middle or high school, club sports, and gymnastics or dance events), spectators are limited to no more than two per athlete and social distancing must be maintained between each group of spectators
- For indoor events/gatherings of more than 25 people or outdoor events/gatherings consisting of more than 100 people, all spectators over the age of two are required to wear a mask at all times except while eating or drinking
- Athletes are not required to wear masks while participating in the event and may have contact within six feet
Establishments
Restaurants, bars, wedding reception venues, wineries, breweries, distilleries, country clubs, social/fraternity clubs, bowling alleys, pool halls, bingo halls, arcades, indoor playgrounds, and children’s play centers must ensure that groups and individuals are six feet apart at the establishment and groups must be limited to eight people unless all are members of the same household. Patrons that visit a restaurant or bar must remain seated while eating or drinking and limit congregating.
A salon or barbershop (including cosmetology, electrology, esthetics, nail technology, manicuring and pedicuring) as well as massage therapy establishments, tattoo establishments and tanning facilities or other establishments providing personal services regarding close contact must ensure all customers are socially distanced. All customers and providers must wear masks or face coverings while in the establishment unless a service is being provided that requires the removing of the mask by the customer. The customer must stay at least six feet apart from all other customers during that time.
According to the Governor’s proclamation, all employers shall also evaluate whether their employees can feasibly work remotely and to the extent reasonable, shall take steps to enable such employees to work from home. Establishments that are open shall take reasonable precautions to prevent the spread of COVID-19.
