The City of Cedar Falls (City) is requesting proposals from non-profit organizations and financial services agencies that can offer and provide services funded under the US Department of Housing and Urban Development’s Community Development Block Grant (CDBG) Program, under the Coronavirus Aid, Relief, and Economic Security (CARES) Act Round 3, for support programs starting approximately December 1, 2020 and ending by December 31, 2021. The City is an Entitlement Recipient of CDBG funding, including these CARES Act Round 3 funds, and it intends to award grants to several agencies that are capable of providing eligible services primarily to Low-To-Moderate Income Limited Clientele residents of the City. Limited support to non-LMI households may also be proposed. Round 3 funding is to focus on helping households struggling to meet their rental or mortgage obligations, allowing temporary financial assistance for up to six months with priority to those facing higher risk of eviction.
The City of Cedar Falls is accepting proposals for rental and mortgage assistance programs, to utilize approximately $135,000 in CARES Act Community Development Block Grant (CDBG) Round 3 funds. This project and Request for Proposals is contingent upon the City receiving federal CARES Act (also known as CDBG-CV) Round 3 funding as administered by the US Department of Housing and Urban Development. As such, this Request, or parts of it, may be rescinded at any time prior to the successful negotiation and execution of a contract between the City and the selected agencies.
- Application: Agencies wishing to apply must request an application packet and submit a response to the City prior to 4:00 PM (local time) on October 22, 2020. Proposals not received by the deadline will not be considered. Applications materials can be found at www.cedarfalls.com or by contacting the City as directed below.
- Statement of Qualifications: Applying agencies must submit one (1) printed copy and an electronic version (PDF) of their proposals to the City. Electronic submittals are to Stephanie.Sheetz@cedarfalls.com. Verification of receipt will be provided. If not received, please call the office to confirm.
- Evaluation Criteria: The City will select agencies and level of funding that it feels are the most qualified from the proposals submitted.
- Contract: Selected agencies will be expected to sign a contract or a contract amendment in the case of agencies that provide CDBG services to the City already, with the City, which will include stipulations required by federal agencies, the CDBG program, the state of Iowa, and the City. Said contracts, a draft of which will be made available to potential applying agencies, will contain all of the required language.
