Center Street Corridor Streetscape Project

Starting May 15, 2023, the City’s contractor, Owen Contractors, Inc. will be starting work again on the Center Street Corridor Streetscape Project (weather permitting). This will involve single lane closures a block at a time with alternating traffic. The first block affected will be Clair Street to Longview Street (see attached exhibit). When the contractor is ready to move north, there will be a similar traffic control layout set up for the next block north, and so on. Please be courteous to other drivers and take turns passing through the one-lane work zones.

Starting the week of July 4th, 2022, the City’s contractor, Owen Contractors, Inc. will be starting the Center Street Corridor Streetscape Project. The overall project limits are from the Cedar River Bridge to Lone Tree Road. The main focus of the project will be the streetscape improvements starting at the Longview Street intersection to the Lone Tree Road intersection. The streetscape improvements will be built in halves along Center Street. Also a part of the project, there will be the granular shoulder removal from the Cedar River Bridge to the intersection of Longview Street. The overall project is to be completed by Thanksgiving of this year with possible plantings and final seeding following into the spring planting windows of early 2023.
Starting Tuesday, July 5th, 2022, the City’s contractor will start with granular removal on the east side of Center Street, near the Snag Creek Bridge in the proximity of the Brown Bottle, and work their way North. During this time, crews will also be working on setting up the overall project detour.
The streetscape project will be divided into two halves as crews will start on the east side to infill the new sidewalk and streetscape amenities as much as possible before school starts. As the start of school nears, there will be updated mailers coming from the school district about the project, parent drop-off, and school bus routes to parents and staff. Around mid-September, it is anticipated that the contractor will finish work on the east side of Center Street and shift to the west side of Center Street.
During the streetscape work, traffic will be reduced to one lane for northbound traffic during both halves. Those in the adjacent neighborhoods wishing to travel south on Center Street will be able to do so from the Clair Street intersection. The overall detour is intended to route non-local traffic from the project area by Lone Tree Road to US218/HWY27 to W. 1st Street/HWY57.
For those who have driveways on the east side of Center Street within the limits of Longview and Lone Tree, access will be maintained onto Center Street. There will be two times the driveways will be impacted. First, when the existing driveway pavement is removed and temporarily filled with rock, and second, when the new driveway approach will be paved. These times will be coordinated by the contractor in the field as work progresses through the corridor.
During the closure, garbage pickup points will remain in the same location, except for those on the side of the closure for residents who normally place automated collection carts within the closure area of Center Street. Residents can place their collection carts on either an adjacent side street, or to the edge of the lane closure on Center Street. This should be done on the normal collection day for that particular street. Yard waste collection carts can be placed curbside at the same location as the garbage collection carts for Tuesday pickup. Yard waste may also be taken to the transfer station in any type of container when the transfer station is open.
During construction, rural-typ mailboxes may need to be removed and temporarily relocated. The contractor will coordinate the location of the relocated mailboxes with the U.S. Postal Service. Once reconstruction is completed, the mailboxes will be returned to their original location. Please do not park adjacent to the relocated mailboxes. The residents will be responsible for removing any decorative attachments to the mailboxes and relocating any landscape plantings within the right-of-way. The contractor will be responsible for removing and temporarily relocating the mailbox and post only.
