On May 3, 2021, the City Council adopted the Imagine College Hill Vision Plan based on input gathered from the community at various planning workshops, interviews with business owners, neighborhood residents, developers, realtors, property owners, and other stakeholders interested in the future of College Hill and the surrounding neighborhoods. The plan will be used to guide policy decisions and to create zoning tools that will help to realize the vision over time.
The planning effort kicked off in early 2020 with in-person meetings but transitioned to online community meeting formats in response to the COVID-19 pandemic. A draft of the plan was presented to the public at a special Planning and Zoning Commission meeting in February 2021 with additional public feedback encouraged. The Planning and Zoning Commission formally considered the plan at public hearings in March with their recommended version forwarded to the City Council on April 5 and final adoption at the May 3, 2021, City Council meeting.
The Imagine College Hill Vision Plan provides a framework for future growth and development on College Hill while maintaining, preserving, and stabilizing the surrounding neighborhoods to provide a wide variety of housing choices to meet the future needs of our community.

Building on the adopted Imagine College Hill Vision Plan, staff and the consultant team will begin work on drafting new development regulations and policy tools to implement the goals of the plan.
